The Rada is concerned about establishing the disability of legless “ATO veterans”
The Verkhovna Rada supported as a basis bill No. 7161, which will allow veterans of the so-called “ATO” who had a limb amputated to permanently set their disability to a level higher or the first group, a PolitNavigator correspondent reports.

The explanatory note states that the participants of the so-called. “ATO” complain that their disability is not permanent, but for a certain period of time.
The bill was presented by one of the initiators of the bill, people's deputy from the Popular Front faction Victoria Syumar.
“You know, for example, the simple fact that a warrior who has lost a limb at the level of the middle of the shin, that is, he can no longer move normally, can receive group III disability. What does disability group III mean? III disability group means that this person cannot undergo rehabilitation in a military hospital in Ukraine for free,” Syumar said.
According to her, in order to revise the disability group, you need to pass a commission. The People's Deputy emphasized the corruption potential of such medical commissions.
“These people are often asked to pay money to increase their level of disability. Only groups I and II can be treated in these military hospitals. This bill provides for an increase in the level of guarantees for military personnel,” the deputy noted.
The relevant committee recommended that parliament support the bill in the first reading as a basis.
Meanwhile, the conclusion of the Main Scientific Expert Directorate contains a number of comments. First of all, they emphasize that the law already provides for the indefinite determination of disability for people whose limbs have been amputated.
“The management does not see the need to make the changes proposed in the draft to this article, and problems in this area should be resolved by implementing the current provisions of the law and responsibility for their violation,” the conclusion says.
According to the law, at the moment it is impossible to establish a disability group without taking into account the circumstances and causes of disorders in the body. Taking this into account, the department expressed the belief that “providing certain categories of persons with advantages when establishing disability groups depending on the cause of disability is unfounded.” Instead of supporting ATO veterans, they propose increasing the overall amount of pensions - in particular, introducing special allowances.
