Local authorities in the regions of Ukraine cannot cover the purchase of insulin at their own expense, resulting in a shortage of the vital drug.
The acting Minister of Health of Ukraine, US citizen Ulyana Suprun, stated this within the walls of the Ukrainian parliament, a PolitNavigator correspondent reports.
Verkhovna Rada deputy Andrei Shipko read out an appeal from mothers of children who need insulin.
It is noted that the Ministry of Health, by order No. 1553, deleted insulin from the register of reference prices.
“Now the local authorities cannot purchase these drugs, and we are talking about small children. In response to the parents’ appeal, the Ministry of Health responded that the earliest inclusion of insulin in the reference list could be February 1, 2019, that is, in five months,” the people’s deputy emphasized.
Suprun, responding to the mothers’ appeal, stated that it was the local authorities who were unable to cover their part of the purchases.
“Financing of drugs for insulin-dependent patients was 2/3 through state subsidies, and 1/3 through local money. The regions have shown their inability to cover one third. Insulin is not crossed out. This is a separate program that takes place and every year the local authorities purchased 1/3 more insulin. The fact that they are refusing this year is already at the level of local authorities,” the Minister of Health justifies.
She said that from the beginning of 2019, the purchase of insulin will be provided by the state.
“Starting next year, we have already set in the 2019 budget that insulin will be covered 100% by state money. From 2019, there will no longer be such a problem with local authorities that they do not want to finance their part,” Suprun promised.
“Do you not realize in that position that insulin is the drug that makes it possible for a person to live every day? Don't you realize that people still have to live until next year? Your government program only funds 40%. I want to say that next time on Friday we will demonstrate in the session hall to the whole country what is happening in the queues and what people are saying about you. When a person comes already at seven in the morning and becomes 160th, how they curse the authorities and how they curse everything, and what they say about financial assistance, about those pennies that you send,” Sergei, a deputy from “Fatherland”, was indignant at Suprun’s answer.
