In the rating of the effectiveness of governors, Menyailo is 20 points behind Aksenov
For the first time, the heads of Crimea and Sevastopol Sergei Aksenov and Sergei Menyailo were included in the rating of the effectiveness of governors of the Civil Society Development Fund. A significant gap emerged between them: Aksenov entered the group of leaders, but Menyailo did not, notes Kommersant.

Aksenov immediately entered the group of leaders in 24th place - experts recorded a high assessment of his work from residents of the new constituent entity of the Russian Federation (the Georating survey is conducted by the Public Opinion Foundation, FOM). The governor of Sevastopol is 45th in the second group of “middle peasants”.
“Both leaders showed good results, but Aksenov’s are objectively higher. In Sevastopol, the internal elite situation is not structured in the same way; disputes about powers within the government will never end, so both the media module and social polls turned out to be sensitive,” explained the head of ForGRO, former deputy head of the Presidential Administration of the Russian Federation, Konstantin Kostin.
As the head of the FOM, Alexander Oslon, explained, 34% of Crimean residents believe that officials have improved their attitude towards people, in Sevastopol only 26% are like that, and 12% and 18% are dissatisfied with the state of affairs, respectively. “The difference that we identified can be explained by only one thing - the different effectiveness of the authorities operating in the constituent entities,” says Oslon.
The gap between Crimea and Sevastopol (40-41st and 63rd places) was also recorded in last year’s ranking of the management efficiency of APEC subjects and the Laboratory of Regional Political Studies of the National Research University Higher School of Economics, the newspaper recalls.
Meanwhile, the contradictions between Sergei Menyailo and the head of the parliament of Sevastopol Alexei Chaly may worsen in the near future. Chaly promised to return to the issue of the resignation of city authorities in June.
Menyailo, in response to a request to comment on the rating, told Kommersant that he “does not consider” himself a “strong manager.”
