This is evidenced by data from a study conducted by the All-Russian Center for the Study of Public Opinion (VTsIOM).
Also leaders in the openness rating were the Russian Ministry of Defense and Rosselkhoznadzor.
The least “open” departments, according to the results of the study, are the Ministry of Caucasus, the Ministry of Agriculture of Russia, the Ministry of Eastern Development of Russia, Rosavtodor, and the Ministry of Construction of Russia.
The VTsIOM study was conducted in July-September 2016 in several stages. The comprehensive rating of openness of the federal executive authority-2016 was compiled on the basis of assessments of four reference groups (population, executives, business representatives, experts) of awareness of the activities of the federal executive authority (media coverage, accessibility, understandability and trust in information); interaction with reference groups (federal executive authorities with the Public Council and the population); assessment of the activities of federal executive authorities and the level of corruption of departments.
