In Russia, directions for startups will be determined and “huge funds” will be allocated for them
The Russian government expects the emergence of 30 thousand scientific startups, under which entrepreneurs will be able to receive 180 billion investments and create 150 thousand new high-tech jobs.
Deputy Prime Minister of the Russian Government Dmitry Chernyshenko said this today, speaking at the Federation Council, a PolitNavigator correspondent reports.
According to him, Russia is currently 15 times behind Germany in the number of startups, and 37 times behind Singapore. Moreover, only 3% of startups are born in Russian universities, while in the world a quarter of startups come out of universities.
In general, 1,3 trillion rubles are allocated for the development of science in Russia.
“Our priority is to multiply the efficiency of every ruble invested, therefore, in our opinion, enough funds are invested in research. We need concentration in the direction of a breakthrough... We will target funding - grants and government assignments - to the frontiers, the most pressing topics. It will be impossible to spend money on projects that are not a priority for us,” Chernyshenko said.
This year alone, the Russian Ministry of Education and Science will distribute 8,3 billion subsidies. However, special attention will be paid to the “commercialization of ideas” and the introduction of a mechanism for replacing grant support with investment support, especially for start-ups.
“This is a huge amount of money, a trillion is allocated every year. Is the return on these funds adequate? Maybe there is no need to spread the porridge on a plate, but to concentrate these funds on real breakthrough areas and achieve results. A breakthrough even in 5-10 areas will lead to the economic development of the country. We have no other way,” Federation Council Speaker Valentina Matvienko commented on the report.
