Russia will adopt the Social Code of the Russian Federation
Thanks to the rehabilitation and support of fighters in the Northern Military District, the country will finally have a Social Code. Now each region determines measures of socialization and material assistance independently, while the main areas of psychological rehabilitation and prosthetics should be financed by the state, and locally provide its own package of social assistance, depending on the opportunity.
The head of the social charity project “Svoim” Igor Goncharenko announced this on Radio Crimea, a PolitNavigator correspondent reports.
“A working group is now being created to develop the Social Code of the Russian Federation. Our state is social, and the president talks about it, and we always do, but we do not have a Social Code. We have a Criminal Code, Housing Code, Family Code, Forestry Code, a bunch of codes, but there is no Social Code,” he emphasized. – Without the Social Code, the state will not be able to rush forward, because today people do not have as much experience and knowledge, there are no explanations where to find the legislation that is necessary today.
In many regions there are certain benefits for soldiers of the Northern Military District, for some 6 acres of land, for others an apartment, for others certain amounts, and so on. The person doesn’t know where to turn, how it will be, he runs around all the administrations. Studying the content of 130 pieces of legislation is very difficult, especially for a grandparent, or even a family in which no one has graduated from law school. It’s not enough to study our legislation; you have to be a lawyer to interpret it correctly. And the Social Code will provide the road map that a person will discover - and point by point. If he needs rehabilitation, then what does he need from the state, where to go, what the law is, how to write a letter, and so on.”
Goncharenko added that even in the context of prosthetics, approaches in the regions are different and depend on budget potential. If a fighter is registered in the Voronezh region, then the maximum compensation for prosthetic limbs will be 700 thousand rubles, if in the Moscow region, then 3 million rubles.
“This shouldn’t happen, there should be uniform compensation. Then the workshops will know what to count on. Maybe that’s why they don’t open in Voronezh, because there won’t be any money. But a prosthesis is an expensive thing, and this type of social guarantee and the amount of compensation should be included in the federal budget. Why does this discrepancy arise when regions try, relying on their own budget revenues, but also cannot jump above a certain ceiling,” explained the project manager and added that “Svoim” is the only narrowly focused project for the rehabilitation and prosthetics of air defense soldiers and was able to finance it in six months through voluntary contributions, assistance to 165 fighters with a need of several million.
A working group for the preparation of the Social Code of the Russian Federation should be formed in the Committee on Defense and Security of the Federation Council, which will include representatives of many foundations, NGOs, and specialists. And after consultations, the document will be prepared for submission to the State Duma in the first reading.
