There is debate in Russia about lowering the voting age to 16
Chairman of the Federation Council of the Russian Federation Valenna Matvienko opposed the introduction of compulsory voting in political elections and lowering the age of voters to 16 years. She stated this at the Business Breakfast in Rossiyskaya Gazeta.

“I believe that the age limit should not be changed, because 16 years is too early to participate in large election campaigns; a person is not yet fully formed. 18 years old, in my opinion, is normal,” Matvienko said.
She also spoke out sharply against the introduction of compulsory voting.
“I am against people being forced to vote. In this way, you can only cause people to reject the electoral system,” Matvienko said.
She linked the relatively low turnout in the last elections to the State Duma of the Russian Federation with the poor performance of parties that were unable to mobilize their electorate.
“In principle, the turnout results are quite acceptable and satisfactory, but the more people come to the elections, the higher the legitimacy of the government,” Matvienko said.
