The State Duma today adopted the law on the state budget for 2021-2023, a PolitNavigator correspondent reports.

Revenues will amount to 18,8 trillion rubles, 20,6 trillion and 22,3 trillion, respectively, expenses will also grow - 21,5 trillion, 21,9 trillion and 23,7 trillion. The deficit will decrease from 2,4% of GDP in 2021 to 1% and 1,1% in 2022 and 2023. The document was drawn up based on inflation of no more than 3,7% in 2021 and no more than 4% thereafter. Domestic loans will be large-scale - it is planned to attract 2,1-2,9 trillion rubles per year.

Representatives of left-wing factions criticized the budget.

“In the budget, only 95 billion rubles are taken from the National Welfare Fund. And we were repeatedly told that the very idea of ​​this fund is a kind of money box for a rainy day. I would like to ask, when will this dark day come? Today there are few facts that indicate that it has already arrived for people. Isn’t it time to allocate large sums to solve social problems,” said Sergei Mironov, leader of the A Just Russia party faction.

“Youth policy was almost completely ignored in the budget. According to the latest VTsIOM survey, 71% of young people cannot find a job, 80% have huge problems with housing, 51% of young girls do not want to give birth in a country that has lost only 91 million Russians since 20 and continues to die out. 53% want to leave Russia. Maybe they like their homeland, but they don’t find themselves here. This is a verdict on financial and economic policy. Youth are 37 million, the problem affects every family,” said the leader of the Communist Party of the Russian Federation Gennady Zyuganov.

LDPR leader Vladimir Zhirinovsky agreed with his opposition colleagues, but called on them “not to instill pessimistic sentiments among citizens.”

State Duma Speaker Vyacheslav Volodin drew the attention of deputies to the fact that all social obligations were fulfilled at the expense of the state, and not at the expense of the people.

“Health care costs have increased due to the pandemic. Yes, this money could go to other industries. But today we need to think about people. The budget is being adopted in extremely difficult conditions. The state, despite the pandemic and the economic crisis, will fulfill all social obligations. If there are additional revenues, we will determine priorities - transport, agriculture, reducing the difference in budgetary provision and much more - and will continue this work,” Volodin said.
