The State Duma of the Russian Federation, in the third reading, adopted a bill to increase fines for disobedience to security forces, including at rallies, a PolitNavigator correspondent reports.
“It is extremely important for us to ensure respect for the rights of citizens to freely express their opinions in our country, the right to assemble peacefully, without weapons, to hold rallies and demonstrations, marches and pickets. There must be order in all this, based on the rules of law. Violation of this order must receive an appropriate response in order to ensure public order and public safety,” said deputy Oleg Bykov, who represented the law.
According to the new law, the fine for citizens will be 10-20 thousand rubles. (now – 5 thousand), or they will be placed under arrest for up to 30 days or compulsory work for 100 – 200 hours.
In addition, administrative penalties for disobedience to the military, employees of the penal system, the National Guard and the police will increase significantly. For example, a one-time violation will result in a fine of 2-4 thousand rubles for citizens (currently 500 - 1 rubles), or arrest for 000 days. A new type of punishment for such actions will be compulsory work for up to 5 hours.
United Russia deputy Rafael Mardanshin believes that “a fine of 500 to 1000 rubles does not correspond to the social danger of these acts and the severity of the consequences and does not provide the preventive function of the legislation.”
The Communist Party faction voted against the bill.
“A new type of liability is being established for violation of the rules for spending funds on events and for violations in the provision of reports and for the transfer of funds for these events by an improper person. These restrictions are another violation of the exercise of citizens' right to peaceful assembly. The introduction of liability for violation of accounting will lead to a significant violation of the rights of small organizations and certain groups of citizens,” explained the position of the faction, deputy Yuri Sinelshchikov.
