The Ukrainian intelligence services have developed a scheme for identifying former security forces among the ranks of pensioners who remained to serve in the DPR and LPR. For this purpose, the SBU proposed a bill to the Rada, according to which, without exception, all pensioners of the special services, in order to continue receiving their pensions, are required to register as migrants in the territory controlled by Kyiv. This scheme will make it possible to “drive” the residents of the republics through a filtering machine.

This is evidenced by the information published on the website. http://sbu-inside.su declassified documents of the SBU, handed over by the cryptographer of the Ukrainian special service, Lieutenant Colonel Roman Labusov, who had previously defected to the DPR side.

The published document was addressed to the deputy head of the anti-terrorist center at the SBU, Major General V.V. Malikov.

“On November 7, the resolution of the Cabinet of Ministers of Ukraine on financing the territory controlled by militants came into force. According to it, pensioners must go to settlements controlled by the Ukrainian authorities, register there as migrants in the social security departments, and subsequently re-register their pension. It is possible that in conditions of an acute shortage of money for physical survival, some pensioners who actively support the DPR will also attempt such registration. According to operational data, a significant number of now retired employees of the SBU and the Ministry of Internal Affairs work in the paramilitary structures of the DPR/LPR,” the document says.

Then Major General Malikov is asked to organize filtration measures at checkpoints in order to identify the above persons:

“In order to identify these individuals, it would be appropriate to organize filtration measures at checkpoints and in social protection structures (Pension Fund of Ukraine) by creating general lists or databases of terrorists.”
