According to international rules, the SBU cannot ban diplomatic persons, including Moldovan President Igor Dodon, from entering Ukraine.

Heads of other states are provided with an exemption from registration when crossing the border and entering Ukraine. According to the status of the President of Moldova, this norm also applies to him.

 

Let us remind you that during the presidential race in Moldova, Igor Dodon said that Crimea belongs to the Russian Federation. This statement extremely outraged official Kyiv, where they threatened to block Dodon’s entry into Ukraine. However, to Ukraine's surprise, Dodon won the election.
