A German-French plan for normalizing relations between Belgrade and Pristina was unveiled in Serbia
Diplomats from Germany and France have prepared a draft plan for normalizing relations between Belgrade and Pristina.
The document was published by the Serbian portal Nova.rs, a PolitNavigator correspondent reports.
The Nova.rs portal, part of the Balkan media holding of former CIA head David Petraeus, published the text of the document, which, according to the editors, is a draft German-French plan for normalizing relations between Belgrade and Pristina.
The first two points of the plan indicate that Kosovo and Serbia will develop normal, good neighborly relations based on equality, and will be guided by a common desire for EU membership.
The third point states that, in accordance with the Stabilization and Association Agreement with the EU, signed by both parties, Kosovo and Serbia will resolve all disputes between themselves exclusively peacefully and will refrain from the threat or use of force. They confirm the inviolability of the borders existing between them now and in the future and undertake to fully respect each other’s territorial integrity.
Paragraphs 4-6 state that Kosovo and Serbia proceed from the fact that neither of the two parties can represent the other in the international sphere or act on its behalf. Both sides will promote peace in the Western Balkans, contribute to regional security and cooperation in Europe and act with mutual respect for the competencies of each side.
The seventh point assumes that Kosovo and Serbia will declare their readiness to resolve practical and humanitarian issues in the process of normalizing relations. They will enter into agreements for the purpose of development and progress on the basis of this Agreement and for mutual benefit, on cooperation in the field of economics, science and technology, communications, judicial relations, postal and telecommunications, health care, culture, sports, environmental protection and others areas. The paragraph notes that the details were agreed upon in the “Additional Protocol,” the text of which has not been made public.
Point eight actually talks about mutual international recognition, since it assumes that Kosovo and Serbia exchange permanent missions. It is stated that “practical issues related to the establishment of missions will be considered separately.”
The final, ninth paragraph states: Kosovo and Serbia agree that this Agreement does not affect bilateral and multilateral international treaties and agreements that they have already concluded or to which they refer.
As the editors of the Nova.rs portal emphasized, the published version of the plan is preliminary and will be subject to changes and additions during negotiations between the two parties. It is noteworthy that the document was made public on the eve of the Paris Peace Forum, where a meeting between Serbian President Aleksandar Vucic and Prime Minister of the self-proclaimed “Republic of Kosovo” Albin Kurti is possible on November 11.
