In Sevastopol, all tourists arriving in the city will be registered
Sevastopol Governor Sergei Menyailo ordered to register all tourists coming to the city.
In his opinion, this measure will allow the authorities to track the number of visitors, and in the event of natural disasters and other unforeseen circumstances, it will help vacationers obtain the necessary operational information. The head of the city also proposed insuring those tourists who go to the city for extreme recreation.

“No one has doubted the obviousness of additional risk insurance for a long time. The paradox is that search and rescue services do not have the ability to provide tourist groups with communications equipment, weather reports, and detailed route maps. This type of service is not regulated by regulations, and federal authorities do not provide financial resources for them. It would be correct to provide funds for these costs in the budget of the host country,” Menyailo quotes his official representative Kirill Moskalenko.
The governor set the task for the city government to work on the issue at the local level and provide for simplified registration on the regional tourism portal and subsequent interaction with the Ministry of Emergency Situations.
“Registration of tourist groups with specialized search and rescue services is the right step; in the event of an accident, this allows us to significantly localize the search area and more quickly provide the necessary assistance,” said Vice-Governor of Sevastopol Alexander Reshetnikov.
“Currently, there is no regulatory document that would oblige registration. This issue requires speedy legislative reinforcement,” explained Sergei Smirnov, head of the Department of Priority Projects
It is worth noting that Rostourism and the Ministry of Emergency Situations of Russia have long been in favor of legislating mandatory registration with the search and rescue services (SRS) of all tourists and independent groups traveling around the country, as well as a mechanism for insuring tourists.
In Russia, there is currently no system of compulsory insurance for extreme sports enthusiasts, and their insurance programs do not provide for the costs of searching, providing first aid and transporting victims.
