In Sevastopol, a State Duma deputy accused Kyiv of ecocide of the population of Crimea and promised an international investigation

Sevastopol, February 17 (PolitNavigator, Alexander Kononov) – Ukraine does not have the right to block the Russian waters of the Dnieper for Crimea, which is a crime called ecocide, which is described in detail in international law. In this regard, the State Duma initiates an international investigation into this crime.

This was stated in Sevastopol by Deputy of the State Duma of the Russian Federation, Deputy Chairman of the State Duma Committee on Natural Resources, Environmental Management and Ecology Maxim Shingarkin. He made this statement during a press conference on water supply issues for the Crimean Peninsula, in which other deputies of the State Duma, as well as deputies of the Legislative Assembly of Sevastopol, took part.

According to Maxim Shingarkin, by blocking the flow of Dnieper water into the North Crimean Canal, Kyiv managers committed an international crime, described in legal documents as ecocide, which should entail an appropriate reaction from international law. In any case, he emphasized, the State Duma will take all necessary measures to promote this matter through international mechanisms and will bring them to their logical conclusion.

In addition, he noted that the Dnieper, one of the great European rivers, originating in Russia, gives the opportunity to “every citizen of Belarus and Ukraine to use the water of the Dnieper.”

“Residents of Crimea, citizens of the Russian Federation and guests from neighboring countries and far abroad have the same inalienable right. If individual rulers, who temporarily exercise governing powers in a neighboring state, interfere with the water supply of Crimea with our Dnieper drinking water, this is a crime that is classified as ecocide,” Shingarkin explained.

“My colleagues and I will document this and raise the question before the State Duma about conducting an investigation, collecting evidence, about the threat of ecocide from Kyiv managers in relation to the land and peoples of Crimea. This issue is the most important,” he added.

At the same time, the deputy recalled that the most powerful hydraulic system that connected the key elements of Ukraine and Crimea into one whole was created by the Soviet Union, and not by a country called Ukraine, so the situation, he is sure, will return to its original state “through international influence.” Without this, according to him, the creation of an effective water supply system for Crimea is simply impossible.

“We will demand from the Kyiv rulers to supply water to the North Crimean Canal on a paid basis. There is international law that applies to transboundary water bodies. Of course, the Dnieper River falls under this specific right, while the Dnieper River flowing from Russia essentially carries Russian waters, i.e. our property, first to Belarus, and then in transit to Ukraine. And this Russian water of ours goes to the mouth of the North Crimean Canal. The question of legal resolution of the incident about the allocation of our share of water so that it does not go aimlessly into the Black Sea, but fulfills the national economic task by paying for services to the Ukrainian side in terms of the operation of those hydraulic structures that are located on the territory of Ukraine and by using those built for account of the funds of the Soviet Union for hydraulic structures on the territory of Crimea, which are the property of the Russian Federation,” said Maxim Shingarkin.

The deputies also announced that the implementation of a set of measures to supply water to Sevastopol and Crimea is provided for in the federal budget for 2015 and will be carried out within the framework of the Federal Target Program. The removal of the most acute problems is planned for the coming year, while a unified hydraulic system of the peninsula will be created within several years.
