In Sevastopol, all agricultural land may be taken away for development
In Sevastopol, it is necessary to carry out an inventory of agricultural land, and also change the criterion for linking the cost to the area of the land plot. Roman Galeev, a representative of the National College of Appraisers in Sevastopol, is confident that the approach to assessing agricultural land needs to be changed before the city loses the opportunity to develop horticulture, viticulture and livestock farming.
“If we take the cadastral value as a starting point, as we have calculated here, then this will not work, because our agricultural land costs approximately the same in different areas of the city and of different sizes. Therefore, now we either need to re-evaluate the cadastral value, to finally make it correct, taking into account all classes. There are many other criteria other than area. And the area, as we see, is taken into account only in theory; now it will not work unambiguously,” Galiev emphasized on the air of “First Sevastopol”.
Deputy of the Legislative Assembly of Sevastopol, head of the land committee Vyacheslav Gorelov insists on an inventory of lands.
“We need to conduct an inventory of lands and understand where are the lands that we cannot give up under any conditions, and where are the lands that can be used for the development of the city of Sevastopol. “Some of our agricultural lands have approached the borders of populated areas, and people do not want to live next to pesticides and fertilizers, but there is part of the land that should be strictly taboo,” he pointed out.
But, as it turned out, there was no one to carry out the inventory and provide its assessment. In Sevastopol there is no body responsible for the use of agricultural land and land reclamation.
“When we had a committee meeting, it turned out that the Department of Agriculture did not have the authority to do this; they transferred it to Rosselkhoznadzor. We started to deal with federal legislation, it turns out that supervision and control are really carried out by Rosselkhoznadzor, but as for land fertility, this is decided by the subject, and federal laws prescribe these norms.
Apparently, in 2020, when the regulations on the Department of Agriculture were changed, all the powers that should be characteristic of the Department of Agriculture were removed from it. And we don’t have an owner of agricultural land.
The Department of Agriculture says that we are part of the city's economy, and the provisions on land reclamation and fertility have been completely removed. In our country, the threat over agricultural lands is quite real.
And not only those seven sites that were allocated for integrated development of territories by the City Council. Small plots of land have already appeared where the owners also want CRT, but without schools, kindergartens, common spaces, etc. Simply withdraw agricultural land for development,” Gorelov emphasized.
One hundred square meters of agricultural land in Sevastopol at cadastral value costs from 5,5 thousand to 18 thousand rubles. This is many times lower than the cost of land for other purposes.
