Sevastopol, September 12 (PolitNavigator, Olga Nikolaeva) – The urban planning council of the Sevastopol government on Thursday approved the concept for the reconstruction of Zakharov Square on the North side. After the conclusion of the communications department, the final version will be published for discussion by citizens.

A special feature of the concept is a change in the transport scheme of the area.
It is proposed to redirect transport along a circular route: along Levanevskogo Street to the Mayak cinema and along Chelyuskintsev Street through Engineering Cape.
The key object of the concept will be a 2-level transport complex (port point), which will allow the separation of transport and pedestrian flows. At the berth level there will be a bus station with a platform, parking for buses and cars.
The upper level above the square will become a pedestrian zone connecting the plateau of the Engineering Cape and Cape of Glory. In addition, a through two-level embankment will be created, with three residential buildings above it.
The food market, according to the concept, will be moved to the depths of Papanin Square.
During the discussion, the architects generally noted the concept as interesting, but advised to limit the height of residential buildings. They also recalled the existing slope of the terrain, which, due to ice, threatens accidents in winter.
Proposals were made to “rework” part of the territory above Zakharov Square and check the possibility of developing the lands of the Ministry of Defense.
An official of the Nakhimov Regional State Administration, Vladimir Volkov, pointed to the ownership of the Ministry of Defense of the site in the area of the Dostoevsky embankment and the existing private development with state certificates at the site of future construction, noting that “the project proposal lays claim to other people’s territories.”
The head of the presidium of the city council, Alexander Izmodenov, responded by noting that a lot of work remains before the final version, and the concept reflects only the direction of development.
