Sevastopol, December 17 (PolitNavigator, Alexander Kononov) - Deputies of the Legislative Assembly, the Strategic Development Agency and entrepreneurs of the Northern side of Sevastopol gathered journalists on the Uchkuevka beach to talk about their idea - the creation of a joint public-private partnership to improve the Uchkuevka embankment.

According to their general plan, the idea is to create a “tourist cluster” for year-round use on the North Side, on a partnership basis between business and the state. According to the deputy chairman of the Legislative Assembly of Sevastopol, Alexander Kulagin, “the time has come when entrepreneurs must take on such responsibility and, for the first time in Sevastopol, make such a pilot project.”

For this purpose, entrepreneurs of the Northern side have already managed to unite into the public organization “Sea Surf” in order, according to its chairman Shaban Ramaldanov, to transform Uchkuevka from a “branch of the 5th kilometer” into a beautiful vacation spot with “fountains”, because “this is not a beach,” the entrepreneur is sure.

“This is not a beach. There is nothing here that should be on the beach. There is a market, a fair, whatever you want to call it. This is just a disgrace. This is Shanghai,” complains entrepreneur Lyudmila Kuznetsova.

Vadim Shamshin, an expert on construction and energy at the Strategic Development Agency, in turn, explained that “the state will invest money in the development of infrastructure, roads, communications, energy supply, and private investors will invest money in the development of interconnected facilities.” This, in his opinion, will end with the fact that there will be no end to tourists all year round - both in winter and in summer.

“Private investors will provide year-round jobs and, accordingly, the tourism and recreational cluster will allow it to function year-round, attracting seminars, festivals, and holding some kind of congresses,” the expert is sure.

Of course, retail outlets, of which there are a huge number on the coast, should, according to Shamshin’s plan, undergo inevitable demolition if they do not want to cooperate with the designers in the long term. He doesn’t yet know how long it will take, because such a plan is only possible within the framework of a special agreement, for which there are no legal grounds in Sevastopol yet.

“If there is one for the next season, it will only be a feasibility study. It will be very good. But you can do it in stages, for example, break the technical task into stages and, as the first stage, resolve the most pressing, pressing issues. This public organization should be open to everyone. If a person wants to invest his funds seriously and for a long time and invest not only money, but also his own time resource, his own strength, his own ideas. Now people are afraid,” he explained.

At the same time, among the entrepreneurs throughout the entire event, there loomed a man to whom no one wanted to give a word, but he stubbornly looked for a publication that would listen to him. As it turned out, this is a businessman, but by no means one of those who happily looks into the future and waits for the state to start investing money in the common cause. Huseynov Arzali Rashid-Ogly, as he introduced himself, had already lost his bar on the Uchkuevka embankment and fallen into debt even before the implementation of all these grandiose plans began.

“I worked here for a long time, since about 2008, then my bar was demolished. I was offered it elsewhere. I took part in the construction there. They took my money, supposedly they will give me an object. Then the place was taken away. The money was not returned. I have many statements. I wrote to the prosecutor's office and all other authorities. So far, no results. No one has looked at anything yet,” the entrepreneur complains.

“They,” according to him, are representatives of law enforcement agencies who motivated their actions by the fact that “our state has changed.” As a result of their actions, says Arzali Rashid-Ogly, he suffered “huge losses” and took out bank loans.

It is also worth noting that it was expected that the chief architect of Sevastopol, Alexei Brusentsev, who works in the government, would be present at the presentation of the idea, but the expectations were not met.
