The FSB became interested in the development of the territory of the ancient estate in the area of Cape Fiolent in Sevastopol. The regional department opened a criminal case against the owner of one of the plots, who began to build a cottage and damaged a cultural heritage site, a PolitNavigator correspondent reports.
“It was established that a local resident, born in 1978, on the car he rented
Sevastopol and subsequently acquired ownership of the land plot, organized excavation and construction work for the construction of a residential building within the boundaries of the identified archaeological heritage site “Estate with a winery” (Sevastopol, Monastyrskaya Balka, north-eastern slope), destroying the accompanying cultural layer containing unique historical information,” the FSB department said in a statement.

The Institute of Archeology of Crimea of the Russian Academy of Sciences issued a conclusion that, by starting construction on his site, the citizen partially destroyed an object of cultural (archaeological) heritage and caused irreparable damage to it. For which he faces a fine of up to 5 million rubles or up to 6 years in prison.
The territory of the archaeological site “Estate with a winery” is located in the middle of the Midaeus gardening community. No one encroached on the archaeological monument even during the period of Ukrainian debauchery and lawlessness, and for three decades a forest grew over the ancient estate.
However, in 2019, 5 plots with the type of permitted use “horticulture and horticulture” appeared on the cadastral map right above the ancient monument. Another section was cut in 2020.
At the same time, the department for the protection of cultural heritage of Sevastopol assured that everything was in order with the estate, and the law did not provide for a protected zone for archaeological monuments. Construction or any other work not related to archeology is prohibited on the territory of the sites, and if such work is carried out, you must contact law enforcement agencies.
Deputy of the Legislative Assembly of Sevastopol Vyacheslav Gorelov was sure that the areas on top of the ancient monument were already cut out in Russian jurisdiction, since under Ukraine the boundaries of the monument were established and unshakable. How this happened - the deputy intended to find out in the department of property and land relations of the hero city government.
