In Sevastopol, the law on elections Ovsyannikov was adopted in the first reading
The Legislative Assembly of Sevastopol adopted today in the first reading the law on the election of the city governor. The bill, presented by Acting Governor Dmitry Ovsyannikov, was approved by 22 out of 23 deputies, one abstained.

The vote recorded the overcoming of a two-year contradiction in the Legislative Assembly between two conditional parties: former speaker Alexei Chaly and former governor Sergei Menyailo. Representatives of both groups were generally in favor of the bill, although city residents voiced a lot of comments about it at public events.
The future law is based on the model law “On the election of the highest official of the subject.” In particular, its provision according to which the nomination of candidates is possible only from political parties or their branches, although in 4 constituent entities of Russia this rule does not exist.
Another norm that caused the greatest protests during public hearings was also retained - those who have only temporary registration in the territory of Sevastopol will be able to vote. This will make it possible to attract thousands of conscript sailors, which many observers regarded (coupled with the so-called municipal filter) as a potential administrative resource tool.
Within a month, deputies will be able to make amendments to the bill, however, judging by today’s discussion, they will only clarify the number of majoritarian deputies whose signatures the candidate for governor must secure (currently this is 12 out of 120 deputies).
Thus, Sevastopol is adopting the most stringent version of Russian regional legislation. In principle, it is designed to ensure that the current governor has the greatest chance of winning. This mechanism is designed for regions where the opposition is strong.
The level of trust in Dmitry Ovsyannikov in Sevastopol is now quite high. First of all, thanks to the support of the most popular media, which are controlled by Alexey Chaly and his associates. An attempt by opposition websites in September to stir up a scandal surrounding the new government's free accommodation in one of the boarding houses was marginalized.
But the failure of housing and communal services during the ice in December and January could not be hushed up. Citizens also have complaints about garbage collection, landscaping and other problems. Apparently, in order to insure against the consequences of his own mistakes, Ovsyannikov is pushing through a tougher version of the law. He will help the interim win in the first round.
Theoretically, the opposition could be given a chance by open primaries of United Russia, for which non-party members can also stand as candidates. However, it is already known that of the 14 regions in which gubernatorial elections are scheduled, open primaries will take place only in three: the Kaliningrad and Yaroslavl regions, and Buryatia.
This suggests that the ruling party does not consider Sevastopol to be a region where the governor has a reliable position, and does not want to take risks.
