A law on education was adopted in Sevastopol, but it is still not clear how much teachers will receive

Sevastopol, January 20 (PolitNavigator, Alexander Kononov) – The Legislative Assembly of Sevastopol voted in two readings for the law on education, according to which it should become free, publicly accessible and of high quality. At the same time, the main part of the discussions concerned the size of teachers’ salaries.

Deputy Governor of Sevastopol, permanent representative of the city government in the Legislative Assembly, Alexander Svechnikov, spoke in defense of the draft law on education. He called on deputies to vote for the bill in two readings at once, which, in his words, “is due to the need to realize the rights of citizens to universally accessible, free and proper quality of general vocational and additional education.”

According to the new law, Svechnikov emphasized, “the possibility of developing experimental and innovative activities in the field of education is provided,” as well as such forms as self-education and external studies. At the same time, non-state forms of education are also provided. Unlike other constituent entities of the Russian Federation, the regulatory act of Sevastopol provides for free meals for schoolchildren of primary grades and preferential categories.

Discussing the bill at the plenary session, deputy Irina Kravets drew attention to the fact that the law poorly reflects the social protection of teachers, including the acute issue of providing housing to education workers.

“I believe that appropriate by-laws should appear. We are talking about the fact that the quality and level of teaching must change, and personnel renewal must occur. To do this, the teacher must feel social security and understand the prestige of his profession,” Kravets said.

The amount of wages for workers in the educational sector raised a lot of questions among deputies, but remained in limbo. The main doubt arose around the base rate, according to which further calculations of wages will be made. The rate is 4956 rubles, which is less than the minimum wage. To this, the head of the Main Directorate of Education and Science, Igor Olenchenko, explained that this figure was agreed upon with the Russian government, the Ministry of Education and Finance and “calculated through mathematical calculations.”

“This remuneration provides for the presence of a so-called base rate. This is not the minimum wage. It is a mathematical unit defined for payroll calculation. Based on the budget of the hero city of Sevastopol and in conjunction with the availability of allocated funds for the wage fund, this basic unit was calculated through mathematical calculations,” Olenchenko said, adding that the size of the teacher’s salary will depend on the individual characteristics of each.

At the same time, the official admitted that he was not able to give any more specific figures regarding wages, and therefore Speaker Alexey Chaly suggested meeting in some other more suitable format in order to understand exactly what is behind the decree of the Sevastopol government on the calculation of salaries for employees in the education sector.

The law on the education of Sevastopol was adopted in two readings at once with the motivation that the law is systemic and there is no need to delay it, although the common opinion remains that it is crude and requires improvement.
