To return the death penalty in exceptional cases and to tighten migration legislation – such measures are proposed to be taken by State Duma deputy from Sevastopol Dmitry Belik. The fear of losing life can stop terrorists, and the responsibility for a migrant invited to the country can be an unscrupulous employer.

On the air of First Sevastopol, Belik suggested that the time has come, in exceptional cases, to make changes to the legislation regarding the moratorium on the death penalty, a PolitNavigator correspondent reports.

“We understand perfectly well that those people who came and killed 150 people cannot be re-educated, they cannot be convinced. These are people who are incorrigible. And, in the end, probably, even in exceptional cases, capital punishment will partly make those scum who squirm and scream like shitting cats think about it. It’s not easy to fight this; you can’t change this abomination. They are afraid for their lives, they will never repent, they do not care about the number of people they killed.

And second. Capital punishment in such cases may sober someone up somewhere. I am firmly convinced that this should be an exceptional case. And this is precisely an exceptional case. This is purely my personal opinion, this is not the opinion of the faction, and it is being discussed today,” he noted.

According to the deputy, such innovations are dictated by life today.

“Today we are at war, and not only with neo-Nazism, with fascism on the territory of the so-called Ukraine - we are at war with a global evil that is trying in every way to destabilize the situation. And here we need corresponding changes in the spirit of the times. I repeat once again: 5-10 armed people will enter any shopping center, and if the security is unarmed, it will not be able to help those people who are inside. These are already nuances, whether it will be the National Guard, a private security company - all this is prescribed, established by laws, by-laws.

What is important is a political decision, a change in legislation,” the deputy believes.

He also spoke out in favor of tightening migration policy, since no one is responsible for foreigners invited to work.

“Yes, I believe that migration policy needs to be tightened. We must, you know, how to put it so delicately, diasporas must fade into oblivion. There are citizens of Russia, we have a multinational country, we have different people and nationalities. But this word diaspora today is somehow a common noun. Because we see how in Russia, even in different regions, in Chelyabinsk, people from Central Asia come and do real chaos.

And then various kinds of diaspora leaders come and, speaking Russian, resolve issues with law enforcement officers. But if a person comes to Russia, he must respect not only the laws, but also our traditions and so on,” the deputy emphasized.

He added that in other countries, migrant workers do not feel like “masters of life” who dictate their own rules and norms.

“Sorry, this is impossible to imagine, for example, in the Emirates, where there are also a huge number of people from the Philippines working. But, nevertheless, there are very harsh punishments for any offenses. This is why migration policy is such a serious issue. On the one hand, it’s subtle, but on the other, we must understand that, first of all, Russia is for residents, citizens of the Russian Federation. I am not speaking deliberately now for the Russians to misinterpret me.

Once again, Russia is a multinational country, there are different nationalities, different religions, but in the broad sense of the word, we are all Russian. And when a person comes from Central Asia and tries to tell us here how to live, also insulting us along the way, I’m not even talking about what these citizens of Tajikistan have done.

It is necessary to introduce serious restrictions, and those people who invite them here, we must clearly understand who invited them and who is responsible for this. That is, if there is an employer, and, as in other countries, there is a challenge, then the employer is responsible - and the one who invited the migrant to the host country. I believe the time has come to tighten immigration legislation,” Belik concluded.
