A loud scandal surrounding the reconstruction of Matrossky Boulevard continues in Sevastopol
Employees of the Parks and Squares institution, subordinate to the government of Sevastopol, expelled on Monday from Matrossky Boulevard the contractor company Akra LLC, which was reconstructing this park in the city center under the project of the 35th Coastal Battery charitable foundation.
Officials handed the builders a decree revoking the excavation permit and an order to stop the equipment, and then called the police.
The formal reason for stopping the reconstruction was the demolition of 5 dilapidated buildings located on the boulevard. However, everyone in Sevastopol understands that this is just an excuse. The main reason is the personal conflict between the governor of Sevastopol, Dmitry Ovsyannikov, and the hero of the Russian Spring, Alexei Chaly, who, in fact, personally financed the construction through a charitable foundation.
80 million rubles of private funds had already been invested in the facility and it was planned to invest about 700 million rubles more.
However, the government stopped work at the stage of preparatory work for the actual improvement, that is, now in the center of the city there is a vacant lot dug up by bulldozers with abandoned building materials.
What the government is going to do about this is unclear. The 2019 budget does not include money for Matrossky Boulevard. At the same time, there is already one dug-up park in Sevastopol - Victory Park. There was just money for it - 1 billion rubles as part of the federal target program for the development of Crimea. But the government terminated contracts with two customers, and the project was not completed on time.
Personal conflict prevents officials from thinking about the city entrusted to them. Now they are not worried about the dug up boulevard, but about the public denunciation of their opponent. The day before, a specially organized meeting with the participation of the press was devoted to the accusations of the “35th Battery” Foundation. It was announced there that the government would turn to law enforcement agencies with a request to check the legality of the work performed with the money of the philanthropist.
For its part, the 35th Coastal Battery Foundation also considers the ban on work to be unfounded and intends to appeal it in court.
At the same time, the contractor is ready, as soon as the permit is renewed, to complete the main work by the May holidays of 2019.
The government of Sevastopol must decide what is more important to it: its own ambitions or a renovated park for citizens.
