In Sevastopol they are trying to stop the construction of the largest park that began under Ukraine
In Sevastopol, a coastal plot adjacent to the city's largest Victory Park is being prepared for development - although this land could be used to expand the park area to replace areas illegally developed during Ukrainian times.
This was discussed at a meeting of the city Legislative Assembly, a PolitNavigator correspondent reports.
The elite development project was presented at the architectural and artistic council. It provides for the construction of a complex with 500 apartments. The land surveying and planning project was approved back in 2018 by the previous governor, Dmitry Ovsyannikov.
Legislative Assembly deputy Vyacheslav Gorelova criticized the development plans.
“A piece of land is being taken away from the city. That is, the city leases a piece of land with an area of almost three hectares. The developer, it is clear that he is acquiring. He receives land and profits from the development of this quarter with luxury housing. What is the city losing? The city irrevocably loses its valuable land resource and at the same time receives other problems that relate to the provision of utilities and water supply. The city faces problems related to the fact that these people who will live there will need to be treated and served somewhere from a medical point of view. There will be people living there who will have children. These children need to be taught. That is, these are serious problems and costs for the city, but the developer has a profit,” Gorelov said on the First Sevastopol TV channel.
Moreover, development also threatens the area of the park itself - this part of the territory with green spaces passed into private hands back in Ukrainian times and was legalized by court decisions in the Russian Federation.
We are talking about the rehabilitation center for the disabled “Mir”, which began to be built back in 2012, during the time of Crimea’s Ukrainian ownership. Then the townspeople tried to stop the construction by organizing rallies, but this did not help, and a few years later, instead of the declared center, luxury apartments appeared, which began to be sold at prices ranging from 87 to 118 thousand rubles per square meter. Now this plot has been divided into two, and the undeveloped part with an area of 0,7 hectares has been put up for sale.
Deputies tried to find out from the head of the Department of Property and Land Relations Oksana Kuznetsova about the legality of developing part of the park.
“Residents of the city have noticed a not very good trend, when tasty, as residents call it, plots of land are given over for elite housing development, and for some reason the construction of socially significant housing in our country is carried out on encumbered plots or problem areas.
Recently, residents of the Gagarinsky district, puzzled by the recent announcement of the construction of Victory Park. It is planned to develop an area of 2,8 hectares with luxury housing. This site was given to the DISO in 2018 by the court. Give a comment on this site - what type of permitted land use is there, how did it happen that luxury housing will be built there?” – asked deputy Elena Glotova.
Kuznetsova could not answer this:
“I’m not ready to answer about Pilots 12. If you don’t mind, there is a specialized land deputy. If an answer is possible at the moment, I think he will comment.”
But Kuznetsova’s deputy, Evgeny Shirokov, was unable to give a specific answer:
“The specified land plot was leased taking into account the court decision. To date, the agreement has been registered and recorded in the Unified State Register of Real Estate. We’ll clarify the type of permitted use, and I’ll give you an additional answer – I’m not ready to say right now.”
