According to her, the price of the contract with Ditel LLC was 20 million rubles, for which “the drilling of 6 wells up to 300 meters is provided.”
“The start of the contract is on December 23, the end of the verification of the research is on the 29th, the submission of the report on the 29th, the signing of the final acceptance certificate for the work performed is on December 30th. We went out in February to actually inspect the work carried out, and it turned out that work was carried out on four wells, but no work was carried out on the fifth and sixth wells at all,” said Elena Volkova.
At the same time, she told members of the government in detail how things were at each mine.
“As an example, well No. 1 - no work is being done, the well is not closed. And to what extent can such a pipe in the ground be called a well? Well, we don’t give estimates, we are not technical specialists, we record a fact. The next well No. 2 is closed, crushed with a stone from above, traces of excavation work are visible. No workers, nothing, no one. Village of Peredovoe. Well No. 3. Village of Peredovoe. The well is closed, a pipe is buried nearby from which water flows. Date 17.02. everywhere. The next well No. 4 is closed. No work is being carried out, no workers are present. Also, so to speak, something sticks out in the ground. It’s hard to say how much of a well this is. Well, the fifth and sixth wells are a bare field,” stated the head of financial control.
The case materials, according to her, have been transferred to law enforcement agencies. Elena Volkova cited these facts as confirmation of how serious the nature of financial irregularities in Sevastopol is, and how much they have grown in almost a year. At the same time, she gave other examples.
