“An infrastructure project is proposed for the construction and operation of an eco-village and a marine health and tourism complex. This project is a pilot project for the development of agro- and ecotourism in the coastal part of Sevastopol. The project consists of two independent, complementary projects. The first is a project of estate and cottage development with gardens, vineyards, private farming and a complete infrastructure for medical and recreational recreation, including public swimming pools with sea and fresh water. The project is carried out on the basis of a private land plot with an area of ​​14,65 hectares. The second project of a marine health tourism complex with shore protection structures, an embankment, a public sandy beach and a developed infrastructure of sea berths. The project is being carried out on the basis of a long-term lease agreement for a land plot of 7 hectares and a long-term agreement for the improvement and operation of 12 hectares, concluded with an interested customer,” Skursky said in a presentation video for the project.

The development of the coastal strip is proposed to them as a measure of protection against landslides, which often occur in this area, however, according to the deputy of the Legislative Assembly of Sevastopol, head of the urban planning committee Vyacheslav Gorelov, during the discussion of the General Plan of the city back in 2017, this project was not supported by the public : “In June 17, when a special commission discussed the comments and suggestions that Sevastopol residents expressed following the results of public hearings of the draft Master Plan, which took place in May 17, the commission did not approve the project that he is now advertising and about which talks beautifully."

According to the deputy, the so-called eco-village project could become a pilot for the development of the entire western coast of Crimea.

“In Crimea, the eastern territories and western shores of the Crimean Peninsula, as well as Sevastopol, remained undeveloped. It is very difficult to build in the east, because there was and is no water there, and apparently, in the near future there will be a problem with water there. And here you can frolic.

And in this regard, I have the feeling that somewhere someone really liked the entire northern side and the entire western coast of Crimea, and this thing called a “pilot project”, no matter how it was not some part of the bank protection work about which then some person will talk, who will come here and will convincingly, beautifully, clearly say that we have a problem and they know about it, and the residents of the Kachinsky district will be asked to vote for a certain project, in accordance with which they will appear there some kind of bank protection work will appear, social facilities, jobs, parks, squares, fountains will appear. Only this person will not say that they will break up and destroy the natural landscape on the western coast, build it up, and show the residents the sea from behind the fence. “I have a feeling that Comrade Skursky is some part of some concept that will be implemented,” Gorelov said.

The government of Sevastopol is also against the development; it filed lawsuits against Skursky’s company, but has already lost in two instances. Meanwhile, according to Deputy Director of the Department of Natural Resources and Ecology Vadim Pislyak, development of the site has already begun, which has caused damage to nature amounting to about 44 million rubles.
