The fate of the long-suffering Dialogue complex is being decided in Sevastopol (PHOTO)
Sevastopol, August 28 (Navigator, Olga Nikolaeva) - The City Council of the Sevastopol government at a meeting on Thursday recommended that the owners of the long-term construction of the Dialog shopping center on Bolshaya Morskaya Street submit an expert opinion on the project, as well as restore the staircase to Volodarsky Street and the public toilet.

As expected, the Dialog complex became the next object that the government took up after the 16-story residential building on Kapitanskaya Street. Previously acting Governor Sergei Menyailo threatened to resort to the courts if the owner did not restore the stairs.
Construction of “Dialogue” began in 2000 on the site of a park near the retaining wall with the entrance to the bomb shelter. During construction, the staircase connecting Bolshaya Morskaya and Volodarskogo streets on the city hill was destroyed. In 2008, construction was frozen at the 10th floor level. On the ground floor of the complex there are cafes, offices and shops.
Members of the city council almost unanimously recognized the object as being built without a design and not corresponding to the architectural appearance of the city ring.
The architects offered solutions ranging from "removing 5 floors" to demolishing the building, and also demanded a review of the building's structure for fear of collapse. It was also proposed to “dissolve the upper floors into the sky” by making mirror glazing.
In turn, the original owner of the building, Alexander Prikhodko, assured that documentary permits from the authorities were obtained for the project of a 6-story building, and then a 12-story one.
It turned out that currently the owners of “Dialog” are 23 individuals and 10 legal entities.
The developers admitted they made a mistake in destroying the stairs and violating the city's architecture. They are ready to restore the staircase and public toilet, complete the glass construction and build an underground parking lot for 250 cars.
Only one architect spoke out in defense of the building, saying that Dialog is only guilty of being located in the city center. “If he were in another area, there would be no questions about him.”
As a result, the city council called it an “unconditional condition” for the developer: to remove the extension, restore the staircase to Volodarsky Street, the toilet and provide a comprehensive examination that will evaluate the entire building.
