The fate of the scandalous construction project on Dmitry Ulyanov is being decided in Sevastopol
Sevastopol, August 22 (Navigator, Olga Nikolaeva) – The City Council of the government of Sevastopol rejected consideration of the project for the construction of a multi-storey residential building on Dmitry Ulyanov Street-2 until the results of the prosecutor’s office’s check on the legality of the allocation of the land plot were received.
The developer is Sesam Ltd. LLC, which has a project for the construction of a 7-story building on a 10-hectare plot near old Soviet Khrushchev-era buildings.

The right to lease a plot of land with the appropriate purpose was purchased at auction in 2011.
Residents of nearby houses, united in the public organization “Ulyanovsk Yards,” have repeatedly protested against the compaction development of their local area. They are sure that their rights and land legislation are being violated.
The parties' relationship was clarified in the courts. Now the case is being considered by the Higher Specialized Court of Ukraine, which makes the situation a dead end.
The City Council rejected the consideration due to the uncertain legality of allocating the land plot.
“It was decided to consider it impossible to use this project in the form of densifying development in this quarter until the conclusion of the prosecutor’s office,” said Alexander Izmodenov, adviser to the governor of Sevastopol on issues of architecture and urban planning.
“We need to reject the consideration, because there will be grounds to offer them (Sesam Ltd. - ed.) something different, since people paid money to the city budget. If the prosecutor’s office decides that the plot was allocated in violation, then the developer or the one who bought this plot is not to blame,” said one of the members of the city council.
As developer Ilham Sadikhov told Navigator, the cost of obtaining the site, its maintenance and technical documentation cost the company 3 million hryvnia, including taxes and rent to the city for 3 years.
According to him, the company “went to” the city council in order to then decide on the choice of further actions: file a claim against the city council, begin construction or demand the allocation of a new site.
