At the same time, the publication notes, only party members will participate in the voting, and both United Russia members and non-party members will be able to nominate candidates, which still includes the acting governor of Sevastopol Dmitry Ovsyannikov, who never joined the party.
The information that the primaries will be held according to a closed model was confirmed to the publication by State Duma deputy Dmitry Belik.
In turn, Grigory Builov, press secretary of Dmitry Ovsyannikov, told Kommersant that the head of Sevastopol will indicate his position as soon as the leadership of United Russia officially announces the primaries.
At the same time, the United Russia apparatus told the publication that they had not yet received applications to join the party from Dmitry Ovsyannikov.
