In Sevastopol, the conflict between deputies and Governor Menyailo is intensifying
Sevastopol, July 03 (Navigator, Olga Nikolaeva) – In Sevastopol, the conflict between deputies and the government of Governor Sergei Menyailo is intensifying. This became obvious at today's meeting of the Legislative Assembly.
At the session meeting on Wednesday, deputies for the second time failed to pass three laws proposed by the government relating to the management of city property, city state property and the property treasury of Sevastopol.

Representing laws, the Deputy Acting Governor Alexander Svechnikov, preventing the indignation of deputies, repeatedly called on them to formalize their disagreements in the form of amendments.
At one point, he directly said: “If I am an irritant for deputies, let someone else represent them (laws).”
Svechnikov insisted that the laws “give the legislative assembly the right to dispose of property,” but the deputies voted “against.”
In particular, deputy Gennady Rasskazov said that the deputy commission did not support the draft law “On Property Management” because of its contradictions with the Charter of Sevastopol and the “Law on Laws.”
“They clearly state that the issues of establishing regional and local taxes and fees must be adopted by the legislative assembly, establishing the procedure for managing and disposing of city property must be a law. There should also be a law to approve the conclusion of contracts. In this law, the government has assigned these powers to itself,” Rasskazov believes.
Deputies also noted that the laws do not take into account transitional provisions.
In another case, when adopting the law on the patent taxation system, deputies condemned the government for “transferring to Sevastopol” provisions relating to the income of entrepreneurs in the Krasnodar Territory, which differs significantly from Sevastopol in the level of income of the population.
When discussing the law on healthcare, deputy Ivan Ermakov directly pointed out an error in the text - where Sevastopol is called a “region” by analogy with Krasnodar. In his opinion, this “law was ripped off from some regional law.”
“Sevastopol is not the edge and not on the edge, but in the center. We would like you to hear this - including you (to Svechnikov), and everyone who came and now wants to lead Sevastopol and the people of Sevastopol,” added Ermakov.
