In Sevastopol, authorities cannot punish a businessman who transports sand from the coast to federal construction sites
Sand extraction in the Yazykovaya Balka of Sevastopol has become a matter of principle for Governor Mikhail Razvozhaev. He has been fighting it for two years, and the same amount of sand from the beam is used for numerous construction projects using federal funds.
Just recently it became known that the victorious war with the Listrigons company turned out to be nothing for the executive power of the hero city. The fine of 850 thousand rubles, which Sevprirodnadzor assessed for the extraction of sand without a license to the tenants of the site, was cancelled.
And all because the subsoil mining site is not in the register. And in this case, the tenant of the territory has nothing to blame. This is the same as accusing a beach user of removing sand from the coastal strip - the site is not on the licensed list, which means there is no violation.
For the previous sand extraction, according to Razvozhaev, the violator should be held accountable.
“The case was opened, but was closed due to time limitations,” the governor explained. “Everything happened for two years. In fact, guilt was admitted, but no punishment followed.”
The Sevastopol government has filed a new civil lawsuit for 80 million rubles in damages caused to the city from illegal mining without a license. A petition was also submitted to the investigation to inspect the equipment used to illegally mine and export gravel, and to seize these vehicles.
For now, sand mining in Yazykovaya Balka has been suspended.
