In Sevastopol, all markets will be gathered under the state roof - some will close, prices will rise in others

Sevastopol, February 02 (PolitNavigator, Alexander Kononov) – Sevastopol markets cannot continue to operate in the form they are. This is contrary to Russian legislation and creates shadow schemes, so all city markets will be placed under state control.

A briefing on this topic took place on Monday with the participation of Sevastopol Governor Sergei Menyailo and Chairman of the Legislative Assembly Alexei Chaly.

According to Menyailo, it is planned to prepare a program to reformat markets, the implementation period of which will be several years. The first step in this direction is a complete inventory of all trading platforms, “in order, firstly, to understand the legal basis on which they operate, and secondly, to whitewash the economy.”

“To restore order at these facilities and ensure full control on the part of Sevastopol, an administrator has been appointed - the state unitary enterprise “Company of Wholesale and Retail Trade Complexes of Sevastopol”, which today faces the task of bringing existing markets and fairs as much as possible to the requirements of the legislation of the Russian Federation when organizing and functioning,” said the head of Sevastopol.

Alexey Chaly, in turn, also emphasized that the legal basis for the activities of city markets “does not meet the direct requirements of federal laws.” At the same time, according to him, “today’s palette of markets is excessive according to the regulations and standards of the Russian Federation.”

“It is clear that this situation must be changed in the long term - we must have fewer markets, we must have indoor markets that comply with the requirements of federal legislation and allow for normal trading conditions,” Chaly said.

“This program is long-term, it will cover several years and imply, as I understand it, a multifaceted impact, i.e. carrying out construction and providing new jobs,” he added, especially noting that the program should be discussed with the public and entrepreneurs.

The governor, in turn, explained that this program will be largely determined by the master plan of Sevastopol, which is currently under development. The city's markets and fairs, he said, "should be in this master plan."

“But I’ll emphasize that some of them are not in the places that exist today,” added Sergei Menyailo. As it turned out, the reformatting of markets, according to the plans of the city authorities, will radically change the composition of their participants.

“For the most part, all markets are operated by intermediaries, not manufacturers. So, the main task of regulating and controlling price increases is to allow as many manufacturers, and not intermediaries, into retail outlets. The schemes that exist in the markets are clear to us - reserving places, repurchasing, etc.,” Menyailo said.

Due to “excessiveness,” some markets will be closed, including one of the main Sevastopol markets, “Chaika,” which attracts many with its relatively low prices and convenient location in the central part of the city. But it is precisely this circumstance, according to the government, that leaves “Chaika” no chance. The city's historical ring should be free of shopping areas.

The appearance of markets will also change. Open areas should be replaced by covered pavilions, for which, according to the first deputy governor of Sevastopol Alexei Eremeev, who also gave explanations, the buyer will have to pay in hard cash, which is supposedly in his interests.

“Free cheese can only be found in a mousetrap, and if the buyer wants to find himself in civilized trading conditions, enter a building without a leaking roof, choose quality goods, etc., then, of course, this leads to some monetary costs,” - said Eremeev.

But the State Unitary Enterprise, according to him, again based on the interests of buyers, will control pricing on the market.

“Those tariffs that were approved today by the state unitary enterprise - specifically for the Central Market - did not lead to an increase in the actual payment for retail places that existed before. This was determined by surveying customers,” he explained.

It is worth noting that prices at the Central Market are perhaps the highest in the city and an order of magnitude higher than at the same “Chaika”, where, according to the traders themselves, they buy goods at six in the morning, and then sell them at exorbitant prices on Central, where prices are controlled by the roof of the State Unitary Enterprise.
