In Sevastopol, a St. Petersburg contractor was put on trial for fraud
The Investigative Committee has completed its investigation of the criminal case against the contractor for the reconstruction of the Gornyak stadium and the children's and youth sports school in Sevastopol.
The amount of theft of budget funds exceeded 12 million rubles, a PolitNavigator correspondent reports.
According to the regional department of the Investigative Committee, a criminal case was opened against the general director of one of the enterprises in St. Petersburg, with whom the Sevastopol capital construction department entered into a contract for the reconstruction of sports facilities. The company received 102 million rubles in advance for the upcoming work.
“The accused, being the general director of the enterprise, having received the opportunity to manage funds, wanting to pay off a previously existing debt to one of the companies totaling more than 6 million rubles, using his official position, signed fictitious documents for the purchase of components for plumbing and heating, while in fact this equipment was not delivered to the site,” the Investigative Committee clarified.
The general director embezzled another 6 million rubles due to the difference in the actual and documentary cost of purchased construction equipment and materials from another company. The fraud was discovered by the prosecutor's office, which handed over the documents to the Investigative Committee.
The accused returned all the money to the Sevastopol budget at the preliminary investigation stage. The investigation qualified his actions under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by a person using his official position, on an especially large scale. The maximum punishment under this article provides for up to 10 years in prison and a fine of 1 million rubles.
The last contractor for the reconstruction of the Gornyak stadium was a company from St. Petersburg, GlassStroy LLC. The contract for 340 million rubles was signed in October 2019, 2 months after the termination of the contract with the previous contractor, Moscow-based Tekhstroy LLC. The capital company undertook to repair Gornyak for 373 million rubles in 2018 prices when it signed a contract with the Capital Construction Directorate of Sevastopol. The facility was supposed to be completed by November 2019.
St. Petersburg "GlasStroy" was supposed to complete the reconstruction by the end of 2020.
