The head of the Crimean bureau of NTV, Oleg Kryuchkov, notes that the unification of subjects creates more questions, but also has its advantages:

“Simferopol and Sevastopol are like Moscow and St. Petersburg, the struggle and unity of opposites. Sevastopol is proud of its exclusivity, I call it “a projectile in the head”, it has always been so. Any encroachment on this exclusivity will be met with hostility and will cause opposition,” he writes.

According to the journalist, the idea of uniting Crimea and Sevastopol is not new; from a management point of view, it is quite rational.

“However, there are ravines... Sevastopol residents are against such an idea, they are so used to it, it has always been a city with a special status. Possible options are to move the capital of the united region to Sevastopol or to divide the capital’s functions between the two cities. For example, the government in Sevastopol, the united State Council in Simferopol, but there are ravines here too... Who will become the leader of the region? Who will run in the elections to the new State Council? If the goal, say, was to change all or most of the Crimean elite, then there is no better option,” Kryuchkov is sure.

The idea of merging the two subjects of the Federation is also supported by one of the founders of the Popular Front “Sevastopol-Crimea-Russia” Svyatoslav Kompaniets. According to him, the similar Russian city of Novorossiysk in the Krasnodar Territory is also both a military base and a large civilian port, but at the same time remains an ordinary city in the Russian Federation.

“Today Novorossiysk is both the largest seaport of the Russian Federation (!!) and the most modern naval base in the country. However, no one talks about the “special Novorossiysk character”, in Novorossiysk they do not demand endless preferences, they do not build castles in the sand, formally it is an ordinary city in the Krasnodar Territory. And nothing. De facto, Novorossiysk is one of the most important cities in the south of the Russian Federation along with Rostov, Stavropol, Krasnodar, and Sochi. So why does Crimea, which is almost three times smaller than Kuban, need two regions with two administrations, the State Council and the Legislative Assembly? Common sense must prevail. The Russian Federation is going through very difficult times, with the wishes and toys of Sevastopol - like the status of a city of federal significance with a population of 400 thousand (along with such giants as St. Petersburg and Moscow!), its Pulkovo-Domodedovo - it’s time to end. That is, to strictly unite the Republic of Kazakhstan and Sevastopol into one region, despite all the squeals and groans. The interests of the Russian Federation are higher than the interests of any city,” Kompaniets believes.

According to member of the Crimean parliament Sergei Shuvainikov, Crimea and Sevastopol should be together, and the idea of their separation in the early 90s was dictated by Kiev.

“On Russian soil there cannot be separate uluses with a special status. I have always had a question why the residents of Sevastopol consider themselves a separate Crimean territory and mentally separate themselves from the Crimeans... This should not happen in the great Russian state. In the early 90s of the last century, we were a single whole in Crimea, then Kyiv again isolated the hero city... For what?... It was easier to manage the annexed territory. And it was getting to the point that they were planning an American military base there...”, Shuvainikov believes.

The unification of entities, according to blogger Alexander Gorny, will allow solving a number of everyday issues that can only be resolved together:

“This is a question of water supply, the development of a unified transport infrastructure, an energy system, a unified policy in the field of tourism and a number of other issues that imply a high degree of interaction between the two entities. Local politicians are primarily against unification, since they have a certain sovereignty, and in the event of unification they will have to make room.”
