“We emphasize that any reform of the Security Council should receive the widest possible approval and lead to a more balanced composition of the Security Council. We directly speak out against increasing the number of “collective Western” states in the UN Security Council, of which there are already enough there, including Germany and Japan,” Polyansky said.

According to him, the discussion on this topic has been going on for more than 20 years, and it is very difficult to achieve any progress on it due to too polar positions.

“They are polarized both in terms of the category of membership—permanent or non-permanent, with or without veto power—and which regions can claim increased representation. But based on the results of the latest rounds, there is an understanding that historical injustices against the African continent must be corrected. The majority speaks out for both Asia and Latin America,” the diplomat noted.

“If you look at the Security Council, six countries from the “collective West” are represented there. The share of Western states in world politics and the world population is disproportionate to this number. This also affects the signals that come from the Security Council: when we discuss some topic, an outside observer may get the impression that the whole world thinks the way Western countries and those who support them talk about it.

In fact, if you look at the General Assembly, where all UN members are represented, the range of opinions is much wider, and the approach that is heard from a number of Security Council members may not prevail in the GA. This is largely why we started talking about the need to balance the composition of the Council,” Polyansky concluded.
