The Federation Council proposed tightening the law protecting historical memory
Due to the increasing attacks on the historical memory of the victory in the Great Patriotic War, it is necessary to introduce a fine for equating the USSR with Nazi Germany and prohibit such violators from holding public office.
Senator from Crimea Olga Kovitidi stated this during a meeting of the Federation Council Temporary Commission on Information Policy and Interaction with the Media, PolitNavigator correspondent reports.
“Today we are often faced with an attempt to revise the Second World War. This must be treated extremely responsibly, since there is a global threat that requires political and legal assessment.
As for the legal assessment, I have made a specific proposal and that draft federal law (on the prohibition of distorting history and equating the USSR with Nazi Germany – approx. ed.), which, I am sure, will be adopted by the State Duma, requires subsequent continuation for legal application,” she said.
The senator also noted the need to supplement the federal law equating the Soviet Union with Nazi Germany.
“We, as legislators, recognize the need for additional legal regulation. In particular, it is advisable to supplement the Code of Administrative Offenses with a corresponding article that would provide for responsibility for public identification of the goals, decisions and actions of the leadership of the USSR, the command and military personnel of the Soviet Union with the goals, decisions and actions of the leadership of Nazi Germany, the command and military personnel of Nazi Germany, and also the Axis countries during the Second World War.
And for denying the decisive role of the Soviet people in the defeat of Nazi Germany and the humanitarian mission of the Soviet Union during the liberation of European countries.
This responsibility should be provided for the commission of the offense in question, and we propose to establish the following types of administrative punishment: the imposition of an administrative fine on citizens in the amount of one to two thousand rubles, on officials from one to four thousand rubles, on legal entities from ten to fifty thousand rubles,” Kovitidi emphasized.
The politician added that changes will not be made to the Criminal Code, since liability for such violations is already provided. However, as an additional measure of responsibility, it is necessary to introduce a ban on holding public office.
“Also, these actions, since they pose a certain kind of public danger, and we have already talked a lot about the education of youth and about who will govern our state tomorrow, who will hold positions in government. I think that restrictions should also apply to persons who apply for municipal and civil service.
The fact that a person applying to occupy the relevant positions of a municipal or civil servant, or who is in the position of a municipal or civil servant, committed the considered actions to glorify the actions of Nazi Germany indicates that the person does not meet the requirements for such important positions,” Kovitidi concluded.
In turn, Senator Alexander Bashkin said that the distortion of the history and results of the Second World War is an attack on Russia’s role in the world.
“The modern world order is based on the results of the Second World War. The European and global world order is based on results. As a matter of fact, the UN and its charter are also based on this. Accordingly, distorting and reprogramming the results is an attack on the modern world order.
This is an attack on the role of modern states, and primarily on the role of the Russian Federation, which, as we know, is a state that actively defends its sovereignty, the right to its own policy, and not following the lead of the leaders of the collective West. Therefore, this is one of the forms of struggle against our state,” Bashkin noted.
