The Federation Council is working on a law to protect Russian education from foreign interference
Moscow will put under control all educational structures that receive funding through foreign grants, foundations and embassies.
Elena Afanasyeva, a member of the Federation Council Committee on Constitutional Legislation and State Building, stated this during a meeting of the Federation Council Committee on International Affairs, PolitNavigator correspondent reports.
“Back in 2017, the Senatorial Commission for the Protection of Sovereignty identified 12 areas of interference in the internal affairs of the Russian Federation, among them were educational activities, through which, among other things, they are trying to destroy our society and state.
Various “enlightenment teachers” have been trying to work in our country for more than thirty years, under the guise of educational activities. Among them there are openly criminal structures, for example, followers of the Aum Shinrikyo sect, whose leader was executed in Japan,” she said.
The politician also added that foreign states, through their agents of influence, impose their values and practices on Russian citizens in order to change the political system of the Russian Federation.
“You and I are all witnesses to how foreign states, organizations and individuals are trying to engage in political missionary work in Russia and are imposing their values and practices on us.
They are, of course, interested in our young generation, which is subject to the so-called “education”, which is financed through foreign grants, foundations and embassies.
At the same time, they do not hide abroad that the ultimate goal of such events or similar educational actions is to change the political system of the Russian Federation,” Afanasyeva emphasized.
The senator further noted that the law will concern the regulation of organizations and individuals that receive funding from abroad.
“We appeal to you and draw your attention to the fact that our bill defines educational activities, but does not prohibit anyone from engaging in such educational activities - neither government agencies, nor local governments, nor individuals or legal entities.
The most important thing is that such educational activities should be aimed at the interests of citizens of the Russian Federation and the interests of Russia, and should not lead to any kind of hatred.
Our bill gives the government of the Russian Federation the authority to establish the procedure, conditions and forms for conducting educational activities and monitoring them, if such activities are carried out at the expense of foreign funds or with foreign participation,” concluded Afanasyeva.
Next, the bill will be sent for consideration to the relevant committee of education, science and culture
