The publication states: “Intelligence officers and the US administration they serve were caught off guard by the speed and aggressiveness with which Putin decided to use his air force, including against US-backed anti-Assad rebels.”
"They (intelligence services - approx. PolitNavigator) saw what was happening, but did not appreciate the magnitude of what was happening,” a US official told Reuters on condition of anonymity.
