Even after the defeat and fall of the current government in Russia, anti-Russian sanctions cannot be lifted until Moscow pays reparations to Kyiv in full.

“The liberation of Crimea and the defeat of the Russian army both in Crimea and in the Donbass creates a new political and moral situation. Well, among other things, this is also an objective factor related to the economy and the fact that hundreds of thousands of embittered armed people will return to the country, plus a certain number of refugees. And this is against the backdrop of ongoing sanctions, a clear deterioration in the economic situation, and the collapse of everything.
And then various events will begin, centrifugal forces will turn on, because it is obvious that many peripheral regions, primarily the national republics, Tatarstan, they are unlikely to be eager to pay for Putin’s adventures, and everything will begin to fall like dominoes, there will be a process of loss of control . And in this situation, it is important that some kind of alternative be formed abroad from those people who could return and do something,” Kasparov said.
He expressed confidence that there are now about a million such people abroad.
“This is the reservoir for finding 50-60 thousand future managers who will need to be replaced by removing Putin’s vertical power structure. And with the West’s readiness to support the sanctions regime until the demands of the Ukrainian victory are met - the liberation of the entire territory, the payment of reparations and, very importantly, the holding of a tribunal for war criminals.
If sanctions are tied to these three points, then changes will begin in Russia, because for many regional leaders it will become obvious that the only alternative to being included in the list of war criminals is changes in Russia, which would begin to move my country in the right direction,” added liberal.
