In 2017, only one response from Petro Poroshenko to citizens’ appeals through electronic petitions was registered on the official website of the President of Ukraine.

This is evidenced by an analysis of the corresponding section of the website of the head of Ukraine, a PolitNavigator correspondent reports.
Thus, an electronic petition, which received 25 signatures, concerns the lifting of the blocking of the Russian social network VKontakte.
“This is a huge advertising platform that helps in the sale of domestic products, creativity, content, etc. The loss of this platform will have an extremely negative impact on domestic producers of any type of goods, services and events. This decision of the presidential administration has a number of negative consequences. Monitoring the spread of propaganda on this site is the responsibility of the SBU or cyber units (for which funds were allocated from the country’s budget, from the pockets of taxpayers), how should the inability of these bodies to counter propaganda on the Internet affect ordinary people?” – says the text of the petition.
Poroshenko’s response notes that the Russian holding “Mail.ru Group”, which includes limited liability companies “Mail.RU GROUP”, “VKontakte”, “Mail.ru Ukraine”, “VKontakte”, as well as a group of companies Yandex and some other Internet companies are allegedly “widely used by Russian intelligence services to promote Russian propaganda and conduct special information operations against Ukraine and its citizens.”
“In particular, these companies assist Russian intelligence services in collecting, storing, using and distributing information with limited access - personal data and personal correspondence of Ukrainian citizens. Even agreements for the use of these services contain provisions on the consent of users to the automatic transfer to the company (in fact, to the aggressor country and its intelligence services) of any information about them, its compilation, processing and transfer to third parties. Thus, Ukrainian users of Russian networks fall under the control of the Russian intelligence services, first create the necessary conditions for attraction, and then use our citizens for their own illegal purposes,” the president asserts.
In addition, according to Poroshenko, Russian social networks “have also become a breeding ground for destructive groups such as the sadly suicidal communities like the Blue Whale,” and the “social network VKontakte” remains perhaps the main repository of “pirated” content in the world.”
“Based on the priorities of the national interests of Ukraine, taking into account the real threats to the national security of Ukraine and stability in society, the encroachment on the state sovereignty of Ukraine and its territorial integrity, territorial claims by the Russian Federation and interference in the internal affairs of Ukraine... maintaining an electronic petition to cancel the blocking of the Internet resource “I consider VKontakte impossible,” Poroshenko summed up.
