The Crimean Tatars are a titular nation, and therefore they have the right to gain independence from Ukraine if they wish.

Ukrainian diplomat, former Deputy Prime Minister for Administrative-Territorial Reform Roman Bessmertny stated this on TV channel 112, a PolitNavigator correspondent reports. According to him, Kyiv’s plans to grant them autonomy will lead to this.
“This discussion about the fact that this will lead to the Crimean peninsula going there and so on... Let’s understand one thing - this is the titular nation and it has the right to this. How she uses this right is their business. I am convinced that in the near future it is necessary to make changes to the Constitution, to introduce such a concept as a “Crimean Tatar Autonomous Republic”. And how the people who live on the territory of Crimea and the Crimean Tatars dispose of this autonomy is their business, they have the right to this determination... No one will convince me that the Crimean Tatars do not have the right to have their own state - they have this right , sooner or later they will implement it, and we should not look at it and turn a blind eye,” said Bessmertny.
In the comments to the video, users write that for Crimea it does not matter what is written in the Constitution of Ukraine.
“Well, in general, it’s true, any status of Crimea can be included in the Constitution of Ukraine. In the same way, you can secure the right to create Ukrainian autonomy on Alpha Centauri,” Vadim Ridosh mockingly noted.
Other users noted that Crimea already received the right to self-determination in 2014.
