“I have found that this amendment does not affect the freedom of learning and teaching set forth in Article X of the Constitution. The new law imposes conditions for the activities of foreign higher education institutions in Hungary. It does not violate the constitutional norm on international treaties and does not conflict with the EU directive,” explains Janos Ader.
The Hungarian President called on the government to immediately begin negotiations with interested parties to implement the new legislative provisions.
