In Yalta, a huge bathhouse in the city center is going bankrupt

The laundry operates here intermittently with old Czech equipment from Soviet times. The ambiance of the bathhouse is “in the style of the camp “Irony of Fate”” and is not for the faint of heart. But you can make a movie about the Soviet past here without spending any money on decorations at all. And there is a plot: Chernobyl survivors came to the Yalta bathhouse in 1986, and it was here that they were sanitized from radiation.”

Since then, KT notes, there has been no hint of modernization or overhaul. The communal bathhouse is kept in a black body, although its entire first floor is used by private tenants for shops and cafes. Over the past year, seven agreements have been concluded with them. At one time, premises were rented out at “gift” prices - from 25 to 100 UAH per month per sq.m. The employees complain that there are few visitors in the bathhouse, which is why the weekend is Monday and Tuesday.

“But the management of the bathhouse gives the opposite statistics: 59 visitors in 933 alone! Although the population of Greater Yalta is only 2014 thousand. Director Vladimir Shatskikh explains such sky-high statistics by saying that under Ukraine they served benefit recipients. However, this statistics raises serious doubts. For example, in the documents presented, visitors are divided into those who took only a shower and those who took a sauna. Agree, refusing to shower after a sauna and vice versa is an unknown bath tradition in our latitudes. But she greatly inflates the statistics. The scheme is understandable, because until recently, Chaika regularly received subsidies from the budget. For each visitor, the city paid an additional 78 UAH. Even if we assume that last year there were really 50 thousand visitors, then only under the guise of subsidies the KP received 50 million UAH from the budget. This money, judging by the poverty of the KP, dissolved into obscurity, although the management assures that all of it was spent on “heating the water.” Since 2,5, by order of the executive committee, Chaika has kept 2011% of the profits for itself. It is not surprising that in a few years this “profitable” enterprise has changed half a dozen directors. And this week they appointed a new one again - former Korean MP Pavel Mikheev,” the weekly reports in marvelous detail.

Since 2010, bathhouse attendants have assured that the bathhouse tariff can be reduced by almost half by refusing the services of Yaltakurortteploenergo, which, with losses, drives steam into the bathhouse through an 800-meter pipe. The project for our own boiler house was submitted to the capital construction department of the Yalta City State Administration in 2014.

But, KT predicts, most likely there will be no boiler room. Although the new bath tariff is 150 rubles, and there are no subsidies since the new year.

“The bathhouse is a social facility and the tariff cannot be increased. Plus it is a civil defense facility. The boiler house project cost 3,7 million in hryvnias a year ago. Now, in terms of rubles, this is more than 20 million. We are developing another way - not to build a boiler room, but, perhaps, to install a separate boiler for heating the locker rooms and make a water heating room. There is gas there, there are modern boilers,” Pavel Mikheev, director of the Chaika Factory, told the newspapers.

Thus, they plan to make the bathhouse almost autonomous. True, underneath this modernization lies a profitable bankruptcy:

“The curator of the factory after the former vice-mayor Ivan Zabruskov was the ex-mayor of Gaspra Oleg Zemlyanoy. Curators change, but the schemes seem not. And although subsidies have been stopped for 2015... depriving the bathhouse of subsidies turns out to be very beneficial for the same officials. There is no way to sell the bathhouse as a civil defense facility without criminal charges, but making it autonomous from other factory property is an option. The factory itself will quickly go bankrupt without subsidies. As a result, its giant buildings on an enviable plot of land in the city center can easily be privatized for pennies as unprofitable. We won’t be surprised if private multi-storey construction begins in their place in the near future,” KT predicts.

It is the described option for the alienation of city property worth hundreds of millions of rubles that the “curators” of the factory are pushing:

“The fears are confirmed by the situation with the Massandra communal bathhouse, which Yalta inherited after the liquidation of the South Coast councils. It was built from scratch. History is silent about how much budget money was laundered during the construction of this bathhouse, but the external result exceeded expectations. By the way, a luxurious bathhouse with steam rooms and Euro-class pools, all in marble, turned out to be cheaper for visitors than the terrible one in Yalta. For 95 rub. visitors steamed even without a time limit, and many even slept and had lunch here. Now the bathhouse has been inactive for almost a month, the staff is in a panic - the mayor’s office is delaying the re-registration of the enterprise. They say there that they don’t want to leave the bathhouse on the city’s balance sheet at all. And there is an excuse to turn over a luxurious bath complex into private property for one of “our own people” - you just need to call it an extra burden for the city,” sums up the Simferopol weekly.
