The Legislative Council of St. Petersburg will consider the possibility of recognizing the site for the construction of ABZ-1 as a protected area
The site in Olgino, located between Primorskoe Highway and the North-Western Thermal Power Plant, may be included in the list of sites subject to a comprehensive environmental survey. Bill Nadezhda Tikhonova, a member of A Just Russia, submitted a corresponding proposal to the St. Petersburg parliament.
At the moment, the authorities of the Northern capital are planning to relocate the ABZ-1 asphalt concrete plant to Konnaya Lakhta. However, the results of the survey may lead to a decision being made to create a “specially protected natural area” (SPNA). As a result, the idea of relocating the enterprise will have to be abandoned, since construction work is prohibited in such areas. Moreover, if the natural value of the land is revealed, then even without the creation of a protected area, the development of this site may be prohibited.
The city government believes that the territory in Konnaya Lakhta is best suited for relocating the hazardous enterprise from the Kolomyagi industrial zone. Activists in Kolomyag have long been demanding the relocation of the plant, as its activities have an extremely negative impact on the quality of life in the neighborhood. However, Konnaya Lakhta is also not happy with such a neighborhood. This is not surprising, since the Northern Aeration Station and a combined heat and power plant are already based nearby, which also have an impact on the environment.
In addition, this site is located next to the dachas and natural reserves “Yuntolovsky” and “Northern Coast of the Neva Bay”.
Nadezhda Tikhonova attached an explanatory note to the bill. It notes that the ECOM Center of Expertise, headed by A. S. Karpov, head of the group of experts of the standing commission on urban management, urban planning and property issues of the Legislative Assembly, has already conducted an independent study of the specified site. Everything was carried out at the request and with the money of residents of neighboring residential complexes. As a result, the experts came to the conclusion that the territory they studied has environmental, recreational and aesthetic value. Thus, Red Book plants and rare representatives of the flora were discovered on it, which are also under protection.
“With a high degree of probability, the avifauna of the surveyed territory includes 52 species of rare birds included in various conservation lists, while for 25 of them this territory is important as a nesting site or long-term migratory stops,” the text of the conclusion states.
Experts also stated the need to conduct additional examinations, but to involve specialists from bryology, mycology and other fields for this purpose.
According to Tikhonova, it is possible to study the unique system of the Olgino site and draw conclusions about the feasibility of development or protection only by including it in the list of territories for an environmental survey.
