The Verkhovna Rada instructed intelligence agents to operate in Crimea, Donbass and Moscow

“We give our intelligence services the right to conduct operations in the occupied territories. This was not regulated in our legislation,” said deputy Sergei Pashinsky.
“Foreign intelligence services are allowed to work abroad in terrorist and anti-Ukrainian organizations in order to protect national interests,” said MP Andrei Levus, the former head of the SBU.
“The law will allow us to fully operate abroad. It should have been a long time ago to take a leading foreign example and get from abroad those who are fleeing Ukrainian justice. Enemies who call occupiers to our lands must be in the field of view of foreign intelligence. This law contributes to this,” supported deputy Igor Mosiychuk.
