The bill on partial mobilization authored by acting. President of Ukraine Alexander Turchynov involves the conscription of military personnel from the entire country, including those who are in the reserves.
Mandatory conscription will not be announced only in Crimea.
Partial mobilization within 45 days from the date of adoption of Turchynov’s initiative will be carried out in the territory of Vinnitsa, Volyn, Dnepropetrovsk, Donetsk, Zhytomyr, Transcarpathian, Zaporozhye, Ivano-Frankivsk, Kiev, Kirovograd, Lugansk, Lviv, Nikolaev, Odessa, Poltava, Rivne, Sumy , Ternopil, Kharkov, Kherson, Khmelnitsky, Cherkassy, Chernivtsi, Chernihiv regions and the city of Kyiv.
On the territory of the Autonomous Republic of Crimea and the city of Sevastopol, mobilization will be carried out from among citizens who voluntarily express a desire to be called up for military service by arriving at military commissariats and military units.
The decree creates conditions for the transfer of the Armed Forces of Ukraine, the National Guard and other military formations, the operational rescue service of civil protection to a wartime organization and staff.
The need for mobilization is due, as stated in the explanatory note to the bill, “the aggravation of the socio-political situation on the Crimean peninsula, undisguised aggression, the seizure by the Russian side of part of the territory of the Autonomous Republic of Crimea and the city of Sevastopol.”
Security Council Secretary Andrei Parubiy assured that mobilization will be carried out as soon as possible - faster than the 45 days specified in the law.
“Mobilization will be carried out much sooner. 20 thousand will be mobilized into the Armed Forces, as well as another 20 thousand into the National Guard,” the official said.
And about. President Alexander Turchynov, in turn, assured that citizens with experience in military service would be mobilized. “There will be no bets on children who are 18 years old,” Turchinov said.
