The Verkhovna Rada adopted a new version of the law on martial law instead of the Soviet document. Innovations are necessary in the event of a possible attack by militias, speaker Sergei Pashinsky said from the rostrum of parliament.
“We see that the militants are further deploying their formations. TO “Unfortunately, we cannot rule out an aggravation of the situation at any moment,” he said.

The adopted law provides that martial law is introduced by presidential decree after a corresponding initiative of the Security Council, and then approved by the Verkhovna Rada within 2 days.
In territories where martial law is introduced, power passes to military administrations, whose heads are appointed by the president.
In a martial law zone, the rights of citizens are limited.
Labor conscription is being introduced for persons not employed in the army or the Ministry of Emergency Situations.
Enterprises of all forms of ownership, if necessary, are transferred to work for wartime needs.
Forced seizure of property is permitted.
A curfew is introduced, restrictions on the movement of foreigners are allowed, their forced resettlement is allowed, and the movement of transport is limited.
Searches are permitted.
Prohibition of holding rallies, gatherings, demonstrations, strikes.
The operation of the Internet and the media is limited, and confiscation of equipment, including televisions, computers, and cameras from individuals, is allowed.
Sale of alcohol is prohibited.
A ban is introduced on changing the place of residence for those liable for military service.
Citizens may be required to provide housing for military quarters.
Military administrations may, at their discretion, carry out personnel changes at enterprises.
Prisoners are being transported from areas close to hostilities.
The work of the Verkhovna Rada, the Cabinet of Ministers and the President in wartime continues, even if their term of office has expired. Elections will be held only after the end of martial law.
Speaker Pashinsky especially emphasized that the provision on the confiscation of all weapons from the population was excluded from the final version of the law - earlier representatives of the Radical Party stated that in case of war, on the contrary, the population must be armed.
