The Verkhovna Rada recognized Russia as an aggressor and occupier
The Verkhovna Rada, with 233 votes, adopted Petro Poroshenko’s draft law as a basis, recognizing Russia as an aggressor and occupier of Donbass.

Speaker Andrei Parubiy said that the clause with reference to the Minsk agreements was excluded from the text of the bill. However, nationalists said that the mention of the Minsk agreements could be returned to the next reading, and a fight broke out near the podium.
Parubiy, not paying attention to the brawl, announced the vote. “We recognize Russia as the aggressor. Let’s vote, patriots, let’s vote!” – he said, after which the bill gained the necessary support in the hall.
Vice Speaker Irina Gerashchenko especially apologized to the foreign guests watching the meeting for the unrest.
As is known, earlier the republics of Donbass and the Russian Federation stated that declaring Russia an “occupier” actually disrupts the Minsk process, where Moscow appears as a guarantor of the implementation of agreements, and not a participant in the conflict, as Ukraine now interprets.
