The Verkhovna Rada adopted an appeal to the US Congress demanding, under the pretext of implementing the Budapest Memorandum, to conclude a direct military agreement with Ukraine and identify the former Soviet republic as the main military ally outside NATO - like Afghanistan, Israel and South Korea.

“This is a very special moment in Ukrainian-Russian relations. The formation of a new geopolitical coordinate system will depend on our actions and messages... The fears of our friends who said that the United States had surrendered the interests of Ukraine and were building a new US-Russia axis were not justified. But our expectations that the new American administration would fully undertake the implementation of the obligations that we laid down in the strategic charter between Ukraine and the United States, signed in 2008, were not fully realized.

We appeal to our partners from the United States and thank them for registering a number of laws after the Russian Federation attacked Ukraine, seized Crimea and occupied Donbass - so that the new administration would implement these laws to provide Ukraine with lethal weapons and financial support. We also expect Ukraine to finally receive the status of a major US ally outside NATO. This will be consistent with the spirit and letter of the US obligations under the Budapest Memorandum,” said deputy Svetlana Zalishchuk, who initiated the decision.

Unexpectedly, Yulia Tymoshenko’s faction refused to support the document.

Deputy Sergei Vlasenko claimed that the appeal to the United States was written incorrectly.

“The text mentions the “US administration.” I have a simple question - where is this? What is the “US administration”? From a legal point of view, there is no such thing! What kind of absurdity are we proposing to vote now? Supporting the ideas contained in the draft resolution, we propose to finalize it. The United States has a president, a Senate, a House of Representatives, and a judicial branch of government. What is the “US Administration”?” – said Vlasenko.

“Let’s also frankly say what threats the status of “the main partner of the United States outside NATO borders” poses.” Will it close the NATO perspective for Ukraine?” – added the Tymoshenkovite.

The head of Arseny Yatsenyuk’s party faction, Maxim Burbak, immediately accused Tymoshenko’s members of playing for the Kremlin. “We remember well how you said in 2014 that in Crimea not a single soldier should leave the barracks,” he said, alluding to Tymoshenko’s speech at the Security Council during the beginning of the Russian Spring.

The thought of the Yatsenyukites was continued by Oleg Lyashko.

“Are you saying this could harm our NATO membership? I want to remind you of our history. Ukraine could have become a member of NATO if, at the Budapest summit in 2008, then Prime Minister Tymoshenko had not blocked Ukraine’s accession to NATO. Ukraine could have defended itself if, in 2008, then-Prime Minister Tymoshenko had not blocked the adoption of a decision by Georgia, which was suffering from Russian aggression, in the Ukrainian parliament. Ukraine could have become stronger if, while Russian troops were killing Georgian old people, children, and women, the then Prime Minister Tymoshenko had not giggled with Putin. Ukraine could have become stronger if in 2008 the then Prime Minister Tymoshenko had not given permission for Russian warships to leave Sevastopol, which were shelling Batumi and Sukhumi! And if we had stopped Putin in Georgia, he would not have come to Crimea!” - shouted Lyashko.

The appeal to the United States was supported by 242 votes.
