The Verkhovna Rada failed the law on open access to the coast
Kyiv, March 25 (Navigator, Mikhail Ryabov) – The Verkhovna Rada on Tuesday failed to pass a law that would oblige the demolition of all fences restricting citizens’ access to the coast of the sea, lakes and rivers in Ukraine.

The initiative belonged to the Svoboda party. Its representative Ruslan Martsinkiv admitted that the bill is one of the steps to win the sympathy of the residents of “occupied Crimea.” However, the innovation is also important for mainland Ukraine, where, for example, oligarchs are building palaces in the vicinity of Kyiv, blocking access to the banks of reservoirs.
“The bill establishes a mechanism for dismantling such fences or other structures at the expense of their owners, the persons who installed them.
The project gives the executive bodies of local councils and local government administrations the authority to ensure unimpeded and free access for citizens to the coast...
The bill provides that fences or other structures installed before the law came into force and preventing citizens from accessing the coast must be dismantled within 2 months from the date the law came into force,” Martsinkiv explained.
However, the initiative did not find support in the Verkhovna Rada hall - only 188 deputies voted in favor of the required 226.
Speaker Alexander Turchynov tried to put the law to a second vote, but the scoreboard again showed an insufficient number - 201 deputies in favor.
“Those who did not vote for this law themselves stole that forest and that water. Shame on you, parasites! – shouted the scandalous deputy Oleg Lyashko.
