The Verkhovna Rada declassified government procurement - they stole so much that the West did not want to give money
Kyiv, April 10 (Navigator, Mikhail Ryabov) – The Verkhovna Rada adopted a law that opens control over the public procurement procedure to the public.
At tenders under the old law, about 40% of the funds allocated by the state were stolen, Prime Minister Arseniy Yatsenyuk admitted when presenting the bill.

“They tell us: what’s the point of providing you with assistance if everything is stolen from you – kickbacks, discounts, abuses,” explained former Finance Minister Viktor Pinzennik.
All state-owned companies (where the state share is 50+1% of ownership) are subject to the new law. The procurement procedure from one participant is eliminated, the timing of tenders is reduced, all information on tender participants and their conditions is disclosed, and the public has the right to access tenders.
“Medicines will not be purchased 4 times more, they will not profit from baby food, Naftogaz will not overpay 400 million,” Yatsenyuk described the prospects.
However, the law was adopted in the Rada only after the second attempt. At first there were not enough votes, and the moderator of the meeting, Alexander Turchinov, had to raise the issue for reconsideration.
Some deputies during the discussion stated the need to finalize the law, but Yatsenyuk replied that there are no perfect laws, and proposed making amendments after the adoption of the new norm.
“Now everyone will lobby for this or that hole in the bill,” the prime minister explained the desire of some deputies to postpone the approval of innovations.
